Batman is Gotham City's lone ranger. His ultimate belief is to protect the peace of Gotham City. Only by adhering to the principle of not killing can Batman be the mortal hero who fights against Gotham's dark forces for the sake of justice in his heart. Batman insists that while it may be righteous, it is absolutely illegal!
What he wanted was order, so he needed laws, which is why he and Harvey molded him into the city's Knights of Light.
He needs to show people the light.
Because he knew he only brought fear. He was intimidating others!
This is fundamentally different from Daredevil.
