Chapter 3256 Bloody New City (V)
Schiller was sitting in the mayor's office. He had sorted out most of the administrative documents after the Pale Knight took office - in less than three hours.
Bruce suspected that Schiller was cultivating immortality, but he had no evidence.
He didn't know how Schiller sorted out those complicated documents in an instant. When he came to his senses, Schiller was already holding some of them and talking.
“Have you contacted the former mayor?”
"Not yet," said Bruce, who had been watching Schiller work and hadn't even checked out the previous mayor.
"I hope he can show up in front of me within half an hour. If not, tell him that I already know about the Xinhe Building in District G5."
Bruce had no choice but to ask his former employees about the former mayor. In the end, it was Ms. Weiss who gave him a clue, and Bruce called her.
The other party's attitude was not very good, but after hearing the word Xinhe Building, he immediately expressed his willingness to come over and talk.
About 20 minutes later, Bruce met the former mayor, a very ordinary fat man with a typical politician's temperament. Bruce didn't say much, but just opened the door and let him in.
He seemed surprised not to see the Pale Knight behind the desk, but Bruce was soon kicked out as well, and he had no idea what the two of them talked about.
Anyway, the former mayor came out sweating profusely.
After watching the former mayor leave, Bruce walked into the office and said, "What's going on?"
Schiller just put down the documents in his hand and said, "It's not a big deal. After it was confirmed that the Pale Knight would take over, the former mayor, under the instigation of certain people, set up a few traps for him. I exposed them, so of course they have to pay a price."
"Is that the so-called building?"
"Yes, it was an unfinished building case that dragged on for three or four years. It would be a hot potato for anyone who got it. The former mayor deliberately concealed some information to confuse right and wrong. If the Pale Knight saw it, he would probably misjudge the victim and the murderer, and then they could use this matter to make a fuss."
"It seems that his position is not stable either."
"If it were stable, we wouldn't be out of money." Schiller put the document aside, picked up a new one, and said, "Ask Covezer from the Environmental Protection Department to come over. I have some questions for him about environmental protection funding."
Bruce went to look for someone again, and after a while, a middle-aged man came into the office and they talked for about half an hour.
After coming out, he was pale and sweating profusely.
"What happened this time?"
"Nothing, except that to incite a strike, I naturally needed funds, so I embezzled some money from the Environmental Protection Department."
"They're willing to give it to you?"
"I said I want to use it to build a nuclear power plant." Schiller said calmly: "Once the tritium leak incident is exposed, they can get three times the current environmental protection maintenance fee. Why not?"
"Then this should be a good thing for him, why does he still have that expression?"
"Because I also told him that I would only spread rumors but would not actually do it. And the people behind him would definitely ask him to find a way to make this happen in order to get higher environmental maintenance fees. It would be terrible if he couldn't do it."
Bruce clicked his tongue. He could easily imagine that if the person behind this guy didn't know about this opportunity, he might be able to take the money now with peace of mind. But once he realized how much benefit Schiller's tritium leak incident could bring him, he would definitely do it at all costs.
But this is not an easy thing to do. Everyone knows how deadly a nuclear power plant is. It is not impossible to tamper with it, but it is not something that a small head of a city's municipal department can handle. Once the pressure comes to him, everything will be over.
A better ending might be that he was kicked out because of his incompetence, and a worse ending might be that he committed suicide by being shot eight times, which is really a good way to kill someone with a borrowed knife.
"Is he willing to let you embezzle the expenses?"
"Not all of it." Schiller sighed and said, "The city government has been infiltrated too deeply. I can only embezzle the part that should have gone into his pocket and will soon go into the pocket of his superiors. But it is enough to bribe a few people."
Schiller then called some more people over one after another. They all came with great interest and left with troubled faces.
Bruce walked in and found Schiller frowning, so he asked, "What's wrong? Is things not going well? I see they all look unhappy."
"The level of corruption here is far beyond my imagination," Schiller said. "They have a big appetite and you can tell they are always well fed, so I had to resort to some unconventional measures."
"So that was the conventional method before?"
Schiller glanced at Bruce with dissatisfaction and said, "Of course, this is the most common political struggle method. If you don't know this, how can you lead the Wayne Group?"
"The situation in our universe is fine." Bruce whispered, "And I've fought the Congress for three hundred rounds."
"That's right." Schiller looked up at the ceiling and said, "Whenever an unexpected incident occurs, it is the least capable among us who has to deal with Congress."
Bruce's mouth curled down.
Schiller sat up straight and said, "These people are asking for too much. The amount they want is completely beyond my budget. I have to use some intelligence to threaten them, but this can only work in the short term."
"so what?"
"I made up the information. I just made some speculations based on the possible development of the situation. It works well when we have a private conversation, but once they check the accounts, it might be exposed."
Schiller looked at Bruce and said, "Send your super criminals to give them some trouble and make sure they don't have time to reconcile the accounts."
"I can't guarantee that the Pale Knight won't know about it."
"I'm not asking you to kill them. I'm asking them to incite a strike. I'm not asking you to fight. I'm just asking you to use some tricks to restrain them. Do you understand?"
"Be more specific," Bruce said. "I'm worried that the method I have in mind is different from what you want."
"Some of them are in the same camp, you want to sow discord between them, some are at odds with others, you want to intensify the confrontation, some are rich, you want to make their money problematic, some are poor, you want to give them hope of making money, am I clear enough?"
"Be more clear," Bruce said.
"If they work for the same boss, create some work trouble for one of them and frame the other. If they work for different bosses, let them have a conflict of interest. If something has benefits, let them grab it. If something has only disadvantages, let them grab it and throw it to the other party."
“Can you give me an example?”
Schiller sighed. He knew it wasn't that Bruce didn't know how to do it, he just wanted to know how to do it.
Schiller pulled a sheet out of a folder and said, "Ellen Tanssey, five years of extramarital affairs, has an illegitimate daughter who is in elementary school, and told her father-in-law about it."
"How did you know that? Did you find out?"
"He found a connection with the Ministry of Education so that his daughter could go to primary school. His daughter borrowed a place from a charity foundation and was specially approved for admission. The process was legal, but it was obvious that something was wrong."
"Then his father-in-law..."
"One of the upper echelons, he works for him."
"Well, it doesn't seem to be a very unique method."
"What unique method do you want?" Schiller asked with some confusion.
"I thought you would be more..." Bruce dragged out a long tone, thinking while saying: "You would have some particularly useful methods that I have never seen. I also want to learn this from you."
"This is the most useful method. It is classic because it is useful." Schiller looked at him helplessly and said, "You seem to be obsessed with those sudden ideas, but you can't accomplish anything with just those ideas. Take a look at this."
Schiller handed Bruce a document. Bruce took it and took a glance at it and knew that it was the document approving the terms of the land transaction.
He read the document carefully, compared it with some legal provisions in his mind, nodded and said, "Just looking at the document, there is no problem."
"What about this?" Schiller handed him another one.
"That's an application for approval of a special admission quota from a charitable foundation." Bruce immediately realized that this should be the terms for the schooling of the daughter of the junior executive who had an extramarital affair that Schiller had mentioned before.
Bruce took a look at the document and felt that there was no problem and the process was reasonable. Then he realized something was wrong, so he went to look at the document of the land transaction again.
But after reading it over and over again, the only word written in the whole article was "legal".
This kind of file is not a surveillance camera. There is no way to tell who the two parties to the transaction are. The information is too little.
"What happened to this file?"
Schiller pointed to the map on the table next to him. Bruce walked over and saw that the land in area B26 was actually connected to area X15 where the chemical plant pollution had occurred before. It was located about 15 miles east of the chemical plant area, with a border area of about 23 miles.
Bruce's brow furrowed deeply.
"I admire your detective talent, but political struggles require a sharper nose." Schiller also stood up and walked over and said, "Why do you think they bought this piece of land?"
"To test air pollution?" Bruce speculated with a frown. "I just didn't expect them to be willing to invest so much. This piece of land is not cheap."
"That's the problem," Schiller said, pointing to the terms of the deal. "After review by the municipal government, the transaction process for this piece of land is legal. But the key is why the transaction of this piece of land needs to be reviewed by the government?"
Bruce was stunned for a moment. He had just realized this problem. All land in the United States is privately owned, and government departments cannot intervene in land transactions unless the nature of the land is special.
"This piece of land needs government approval before it can be traded because there is a natural forest in the area of about 20 square miles to the east that may have an impact on the local ecological environment and air quality. According to Section 263 of the State Natural Ecological Protection and Environmental Protection Act, the transaction of such land must be approved by the municipal environmental protection department."
Bruce felt as if there were some clues in his mind that connected together, but they were not detailed enough, so he turned around and asked, "Does this have anything to do with the chemical pollution in Area X15?"
"If it wasn't, I wouldn't have shown it to you," Schiller said. "After the chemical plant pollution incident, the transaction approval application was sent to the table of the city government's environmental protection department, and it would eventually be sent to the mayor."
"It will be easy for our mayor to realize that there is an ecological protection forest not far from the chemical plant, and this natural forest may affect the air quality of the entire area."
"so what?"
"Our mayor is a good man, and it's well known that he is very worried about the forest being polluted by the chemical plant. In order to prevent this from happening, he will send people to conduct tests as soon as possible."
"But he won't detect anything." Bruce said, "Because I faked the pollution. I just wanted to teach those profiteers who speculated in the land a lesson."
Schiller walked back to the desk and placed a document in front of Bruce. Bruce frowned deeply when he saw the content.
"Groundwater pollution? Heavy metals exceeding the limit? How is this possible?"
