Just the non aggression alliance alone wouldn't actually make them closer, it would just stop the fighting that was happening on the surface. It wouldn't solve the underlying problem that was the relationship between the Merman Empire and the sea witches.
The only thing that could do that was to have something that would bring them closer.
The only real thing that could bring people closer was benefits.
Which meant that the Merman King was trying to find something that the sea witches could offer the people of the Merman Empire. At the same time, he was trying to see if there was anything that the sea witches needed from the Merman Empire.
Only by closing this gap and creating a mutually beneficial relationship would they be able to bring the two groups together in the future.
Once he understood, the former crown prince said, "The experiments that sea witches do are to understand how to use their magic. It develops all kinds of interesting magic, such as..." He turned to Ariel and said, "Well, you can see the results of that magic for yourself." Both the Merman King and the Merman Queen nodded with smiles on their faces at this.

There was the long standing bad feelings that were between the Merman Empire and the sea witches. This was not something that could be broken down in just a day or two, this was something that would take a long time to accomplish.
During this time, there might be those that would take advantage of this situation to cause harm to the Merman Empire or the sea witches. That was why they had to crack down on these possible loopholes as the ones in charge.
They had to make sure that no one would be able to use these gaps to cause any harm to anyone or it would set everything back.
But it was impossible to ensure this.
So the only thing that they could do was strictly monitor the situation.
"I can't have the sea witches harming my people with the ingredients that we provide them, so we can't just openly trade with the sea witches just yet." The Merman King said in a strict
voice.
The former crown prince hesitated for a moment before slowly giving a nod of agreement. Even though he knew that this would harm their efforts, he had to agree with this and think of a way around it since that was the only thing that they could do.
After a long silence, the Merman King continued by saying, "If we want to do this, we have to strictly control who gets the ingredients and where it is used. We still want to open trades with the sea witches, but we need to ensure that it is done safely."
The former crown prince was surprised since it didn't seem like he would agree, but it turned out that he was wrong.
He was happy to be wrong since this meant that they could still push forward with this matter.
"Alright, we have two of the Five Great Witches of the Sea here, we can make this work." The former crown prince said with a firm nod.
